Board Chairman

Ms. Katrina Emerson, LCPC, NCC, ACS

Katrina Emerson, LCPC, NCC, ACS, serves as the Board Chair of the District Heights Youth Development Foundation, where she plays a key leadership role in advancing programs that support youth and families in the community. She is also the Executive Director of the District Heights Family & Youth Services Bureau, where she oversees counseling services and youth outreach initiatives. A licensed clinical professional counselor, Ms. Emerson began her career with the bureau in 2012 as an intern and later worked as a school-based therapist in Prince George’s County through the SMHART program. In her current role, she provides individual, group, and family counseling, while also supporting grant writing efforts to sustain and expand services. Ms. Emerson has also been instrumental in leading community events, such as serving as race director for the Foundation’s first “My Sole Knows” 5K run/walk. As Board Chair, she volunteers her time to guide the Foundation’s operations, ensure financial oversight, and shape strategic initiatives aimed at empowering local youth. Her career reflects a deep commitment to mental health, youth development, and community service.

Mrs. Cynthia Miller

Mayor, City of District Heights, District Heights, MD 20747

Mayor Miller has been a dedicated public servant in District Heights since being elected Commissioner for Ward 1 in May 2014. She was appointed Vice Mayor in June 2021 and sworn in as Mayor in July 2022, bringing over 38 years of experience across federal, nonprofit, private, and public sectors. Her leadership extends beyond policy: she serves on the Foundation’s board and committees for the Veterans Park and Senior Center projects, and volunteers regularly at community food programs like the monthly food bank at Woodland Springs Apartments and Food4Thought at St. Paul Church.
